Upload one block of a file import

PUT 
/cases/:caseId/records/imports/:importId/upload/blocks/:index

Send the file in blocks of at most 32 MiB with indexes 0, 1, 2, ... and then call commit. Re-sending an index replaces that block. Accepted while the import awaits its upload.
