Upload one block of a classify job's file

PUT 
/cases/:caseId/classify/:jobId/upload/blocks/:index

Send the file in blocks of at most 32 MiB with indexes 0, 1, 2, ... and then call commit. Re-sending an index replaces that block. Accepted while the job awaits its upload.
