Page and filter the results of a classify job

GET 
/cases/:caseId/classify/:jobId/results

Review requirement is computed from the stored flags and the job routing rule, or from the routing override, so rules can change without a rerun. A running job returns the rows written so far with complete=false. Filtered scans cover at most 50,000 rows per request; follow the continuation to go on.
