Activate a tree version

POST 
/cases/:caseId/trees/:versionId/activate

Starts a processing job that validates every record label against the version, applies the successor mapping, embeds the category texts and re-derives the label paths. The active pointer moves only when the job succeeds; poll GET /job/status/{guid}. The job report lists valid, retired and missing codes with counts.
